    Arizona Governor Jan Brewer pushed through the Medicaid expansion under strong pressure from the hospitals in the state. The legislation was passed with all Democrats voting yes, with a few Republicans. The vast majority of Republican legislators were opposed. They are now challenging the law on the grounds that it was a tax increase, which requires a two thirds majority of the legislature. Governor Brewer counters that it is not a tax increase, but a fee paid by hospitals.
